Citizen Corps Programs

Starting a new Citizen Corps Council or
Community Emergency Response Team (CERT)

The West Virginia Citizen Corps program has regional developers who will support you in starting or maintaining a Citizen Corps Council (CCC) or a Community Emergency Response Team (CERT). Depending on the county where you live, please contact the following individuals.

Boone, Cabell, Lincoln, Logan, Mason, Mingo, Putnam, Wayne and Wyoming Counties call Amber Sanders (304) 824-3826.

Braxton, Clay, Fayette, Greenbrier, Nicholas, Pocahontas and Webster Counties call Amber Jones (304) 574-4337.

Brooke, Hancock, Harrison, Marion, Marshall, Monongalia, Ohio, Preston, Taylor, Tyler, and Wetzel Counties call Christine Santy (304) 363-2898.

Barbour, Grant, Hampshire, Hardy, Lewis, Mineral, Pendleton, Randolph, Tucker, and Upshur Counties, call Edna Mullenax (304) 358-3889

Community Emergency Response Team

The Community Emergency Response Team (CERT) trains people in neighborhoods, the workplace, and schools in basic disaster response skills and helps them take a more active role in emergency preparedness.


Fire Corps

The Fire Corps promotes the use of citizen advocates to enhance the capacity of resource-constrained fire and rescue departments at all levels: volunteer, combination, and career.

Medical Reserve Corps

The Medical Reserve Corps (MRC) coordinates volunteer health professionals, as well as other citizens with an interest in health issues, to provide ongoing support for community public health needs and resources during large-scale emergencies.

Neighborhood Watch Program

The expanded Neighborhood Watch Program (NWP) incorporates terrorism awareness and education into its existing crime prevention mission and serves to focus residents on disaster preparedness and training.

Volunteers in Police Service

Volunteers in Police Service (VIPS) provides support for resource-constrained police departments by incorporating civilian volunteers so that law enforcement professionals have more time for frontline duty.
